Include CO "Configuration" breadcrumb on views launched from the CO Configuration Dashbaord

While the larger issue of Breadcrumb improvement will wait until Registry version 5, we can greatly improve the UX for Configuration views in Registry 4.x by putting a link back to the Configuration Dashboard as part of the breadcrumb trail for those views.
