Petition Notifications resolved by another COU admin are not cleaned-up in by my dashboard

Each COU admin gets a notification associated to the COU s/he manages. If more than one managers are responsible for the COU then each one will get a notification. If one performs an action associated to the notification then the notification should be resolved for everyone.
