Announcement widget should output "updated" date not "created" date

The Registry Announcement dashboard widget produces a date with each announcement. Currently that date is output using 

$a['CoAnnouncement']['created']

when it should be using

$a['CoAnnouncement']['modified']

so that the most recent modification date is displayed.

Correct this.
