Ensure action-list dropdowns use <li> elements for list items

Drop-down action-list menus (as found on the CO Person canvas) lack <li> as a wrapper for each dropdown list element. Add these to make the DOM correct, and update styles to ensure the style of the list elements' display remains the same.
