Ensure noty dismissal "x" is always visible

    Description

      As of version 4.1, the notyjs popup notifications must be dismissed by clicking an "X" (rather than anywhere) so that text / error messages can be copied.  To make this easier to understand, ensure the dismissal "X" is always visible rather than visible only on hover.
