Reconcile function in 4.0.2:develop is getting a 404

In our staging environment, we are running the develop branch (4.0.2)...    When we click the reconcile link while viewing a group, we get a 404 error message (a managed one in the UI, but it refers to a 404).  We get no log message from COmanage, only this from Apache:
