Entering date in incorrect format causes petition to be discarded

When users enter an enrollment flow that includes an optional Date of Birth (CO Person) attribute, the user can elect to not use the date picker and instead enter the date manually.  If the date is entered in a common format with slashes as component separators and submits the form, COmanage discards the submission and does not report an error to the user.
