v4 JobShell Parallel Synchronous Jobs

    Description

      Investigate the possibility of having multiple concurrent, synchronous JobShells by limiting the span of the lock to just updating the Jobs table. (This will allow some parallel processing of OIS jobs without having to redo the whole queue processing for asynchronous jobs.)
