UI prevents COU admin for child COU from deleting role in the child COU

A COU admin for a child COU (it must be child) is not able to use the UI to delete or edit a CO Person Role for that COU.

The UI gear icon when clicked only shows "View" not "Edit" nor "Delete".

The COU admin for that child COU should be able to add, edit, and delete (and view) CO Person Roles for the child COU for which the user is the admin.
