CoNotification emails suspended user about resolution

The processResolution() function for the CoNotification model will send an email about a notification being resolved to the email address for a CO Person record that does not have Active status, including Suspended status.

This becomes a security issue when the CO Person record has been set to Suspended for security reasons.
