    Description

      Initial use case is to support LIGO External Collaborator Email Based Enrollment (https://spaces.internet2.edu/x/xozNAQ) steps 4 and 5.

      Step 4 requires email to actually be sent.

      Step 5 requires an appropriate flow continuation after the link is clicked. See also CO-317.

      https://spaces.internet2.edu/display/COmanage/Registry+Enrollment will need to be updated.
