REST Parameter Standardization

POSTing to /co_provisioning_targets/provision to request a provisioning operation uses the format

/id/copersonid:#.json

whereas most other REST (GET) calls use id.json?copersonid=#

Considering migrating the GET format to the POST format (embedded rather than as query parameters).
