"Enroll" vs "Create Petition"

The menu item "People > Create Petition" and the " Enroll" button on the "My Population" (CO People index view) page do the same thing, even though they have different labels.

Similarly, the link "My Population" takes the user to a page titled "CO People" with an H1 tag of "MyVO People".
