Attributes From $ENV vs Admin Enrollment

If environment values from $ENV are enabled for a self-service enrollment flow, then a non-self service enrollment flow on the same CMP will be populated with the petitioner's values rather than the enrollees.

One option would be to allow an enrollment flow to opt-out of $ENV variables. An alternate would be to detect if the logged in user is already a member of the platform, though this would impact the ability to execute secondary enrollments.
