Better Handling of Absent Values For Selects

    Description

      When a select (popup) has no value, it may show up with a default value that isn't reflective of what's actually in the database.

      For example, if COUs are enabled after a CO Person Role is created, viewing the CO Person Role will generate a select with the name of the first COU (since it's the default option) even though the underlying database value is blank.
