Implied Consent to T&C

Implied Consent to T&C involves rendering the (links to) T&C at the end of the Petition but without requiring a checkbox. When the petition is submitted, all T&C are flagged as agreed to.

(The current model of ticking the boxes to agree becomes Explicit Consent.)
