Official Name is Primary Name in Enrollment Flow

CoPetition::validateRelated uses NameEnum::Official to determine which name should be primary. In addition to requiring NameEnum::Official to exist (as an Extended Type, name types can be fully configured otherwise), it's plausible a type other than Official should be primary.
