grouperInstaller should not fail at non critical points

Do you think it would be good for the installer to not fail on
non-critical parts like this (UTF in tomcat config)? I think you can also have an issue if the
installer doesn't have write access to the file. Maybe it should print
out a summary at the end of everything non-critical that failed and the
manual steps to take care of them. I think the patches during an upgrade
right now can also be problematic because if they fail, they may just
print an error but with all the output, it can be hard to catch it. Just
a thought. Feel free to ignore
