change more actions menu for "New Template"

the “New template” - it doesn’t make sense to me given what it does.  Instead of “New template” using something like “Create new from template” better describes what one would do by choosing the item.  If you buy into this simple change then I believe it makes more sense to move this “Create new from template” up into the grouping of the other Creates (folder, group, local entity).
