upgrade postgres db driver

from gettes: hey - i think you need to update the postgres jdbc driver.  you are on 42.1.4 which is August 2017.  server startup time for me was 47seconds and i see LOTS of connections being created for normal operations.  I went to latest (42.2.19) and the many connections problem is gone and server startup time is 17 seconds.  Of course, do you your usual testing but I do believe an update to this driver is needed.
