upgrade postgres driver based on vulnerability

There is a vulnerability in PostgreSQL JDBC prior to 42.3.2 : https://nvd.nist.gov/vuln/detail/CVE-2022-21724
As this JDBC is packaged with Grouper, I thought you should know.
