create buttons not showing up in new menu

I’m seeing something strange in our test environment relating to privileges users have been grated “Create” but “Create New Group” isn’t available

@mchyzer and @Shilen Patel, just wanted to bring the above to your attention, the Web service can create a group, but for some reason the option to create the group seems to be missing in the UI.

I see the menu item on the folder to create the group missing as well.  But this works:

okay, the user who reported never really saw that button, but I’m wondering if it should be in folder actions as well (edited)

yeah that's a bug perhaps related to the recent menu restructure

Not to necro this, but I just hit the same issue, our Action menu doesn't show the Create options for people with that access. Was a Jira ever filed on this?
