reporting on actions when not provisionable is not seen

I think there is still a reporting problem though. When you look up the provisioner activity, it only shows activity while the provisioner was assigned to the group/folder. On the action where the provisioner did remove the memberships due to the folder no longer being configured to provision. the provisioner activity log shows no actions (Once we put it back in and ran the sync it again started logging the activities).
