add active flag as attribute for scim users

add active flag (boolean true/false) for attribute on scim users.

we need some sort of fancy translation to translate group values. i.e.

${provisioningEntityWrapper.isInGroup('some:group:name')}

When that is called for a provisioner, get the static provisioner, and the instance of the translator class, keep a member map variable by group name or which member ids are in the group, if that is initted use it, if not, then get the answer for all users in the run (in few or use an api which is batched), and return that answer. returns boolean
