      Refresh Delay Factor: Value should EXclude 0.0 and 1.0

      Steps

      1. Log into UI https://shibboleth-ui.unicon.net/
      2. Click 'Add New' button and select 'Metadata Provider’
      3. Enter valid Metadata Provider Name and select Metadata Provider Type: DynamicHttpMetadataProvider
      4. Enter valid required information and continue to the Dynamic Attributes page
      5. Use increment button to hit the top range, then bottom range

      What is occurring
      User can select '0' and '1'.

      What is expected
      Requirements state: Numeric, Must be between 0.0 and 1.0. Jodie informed me this does not include '0.0' and '1.0'.
