QA: Add Selenium delays to all attempts to use custom dropdown elements in UI

Per Ryan Mathis (unicon.net), custom dropdowns are populated in the DOM as they are accessed/used. Pauses should be added to all of Selenium's attempts to use them in order to avoid test failures.
