Scenario: Upon login to ShibUI, Safari lands on a blank /index.html instead of the /dashboard.
Steps to reproduce:
1. Log in.
2. Note the URL and blank-ness.
Expected result: Dashboard should be shown
Actual result: Blank index.html is shown
