Scenario: Adding a new metadata provider while using a screen reader

Browser(s): Edge + NVDA

1. Start NVDA
2. In ShibUI, add a new metadata source
3. Listen to NVDA announce the start of the page
4. Add a new metadata provider
5. Listen to NVDA announce the start of the page

Expected result: NVDA should announce "Add a new metadata provider"
Actual result: NVDA reads, "Add a new metadata source: How are you adding the metadata information?" for both the first metadata source page and the first metadata provider page
