A11y: Screen reader reads dropdown options one behind the one that is selected

Scenario: Screen reader's reading of custom dropdowns doesn't read the highlighted option

Browser(s): Chrome vCurrent, Apple Voice Over

1. Enable VoiceOver (cmd+F5)
2. Create a new metadata provider
3. Advance the wizard to: 2. Common Attributes
4. Tab to Backup File Init Next Refresh Delay dropdown toggle
5. Use down arrow to navigate items in dropdown

Expected result: Voiceover should read the currently selected item in the dropdown
Actual result: Voiceover reads the previously selected item
