Add a link to scroll down to filters on the provider comparison view (for providers that support filters)

When viewing the summary page for a HTTP provider, next to version history is a link that scrolls the page down to filters. However, if the user clicks in to version history and selects a couple versions to view, the resulting comparison page does not have a link to scroll down to the filters.

Therefor, I propose a scroll-to link be added on the provider comparison page for providers that support the addition of filters.
