Filter Target Type value not being displayed for Algorithm filters on Configuration page

Scenario:
 
1. Create a Metadata Provider (type: FileBackedHttpMetadataResolver).
2. Navigate to the 'Metadata Provider Configuration’ for the one created in step 1.
3. Add an Algorithm filter to the Metadata Provider.
4. Go to the 'Metadata Provider Configuration' screen.
5. Expand the filter.
 
Issue: The 'Filter Target Type' value is not being displayed. See attached screenshot.
