Can create a configuration set without properties

Scenario:

1. From the 'Create new configuration set' screen, click the 'Create Shibboleth configuration set' button.
2. Populate the Name field.
3. Click the Save button.

Expected behavior: A validation message is displayed informing the user no properties were added.

Actual behavior: The configuration set without properties is created.
