Cannot add 'Misc - Add all' to a configuration set

Scenario:

1. From the 'Create new configuration set' screen, click the 'Create Shibboleth configuration set' button.
2. Populate the Name field.
3. Click on the 'Add properties' dropdown menu, select'Misc - Add all, and click the Add button.

Expected behavior: The properties within 'Misc - Add all' are added to the configuration set.

Actual behavior: The properties within 'Misc - Add all' are NOT added to the configuration set.
