All Action Required buttons appearing for ROLE_USER and ROLE_ENABLE

Scenario:

1. User A has ROLE_ENABLE and belongs to Group XXX.
2. Group XXX is an approver for Group ZZZ.
3. Login as User A.
4 Click on the Actions Required tab.

Expected behavior: Only the following functions should be available to User A:

Approve Metadata Sources
Approve Dynamic Registrations

Actual behavior: All the the functions are displayed:

Enable Metadata Sources
Approve Metadata Sources
Enable Metadata Sources
Approve Dynamic Registrations
User Access Request

When I click on one of the features that should not appear, I am taken to the Metadata Source Dashboard.
