No Approve Dynamic Registration actions found

Scenario:

1. User A has ROLE_USER and belongs to Group XXX.
2. User C has ROLE_USER and belongs to Group ZZZ.
3. Group XXX is an approver for Group ZZZ.
4. Login as User C and create a Dynamic Registration. NOTE: The Dynamic Registration is NOT approved.
5. Login as User A.
6. Click on the 'Action Required' tab.
7. Click on the 'Approve Dynamic Registrations' button.

Expected behavior: The Dynamic Registration create in step 2 is displayed.
Actual behavior: I am taken to the Metadata Source Dashboard.
