Role change not saving for User Access Request

Scenario:

1. Login as the admin.
2. Navigate to the 'User Access Request' section within the Action Required tab.
3. Select the Admin role for one of the users.

Issue 1: The role is not saved for the user.

4. Navigate to the Admin Dashboard.

Issue: The screen shows everyone has the admin role.

5. Refresh the browser.

Behavior: The screen shows the correct roles for each user now.
