Enable Dynamic Registration link should only appear for Admins

    Description

      Scenario:

      1. User B has ROLE_ENABLE and belongs to Group YYY.
      2. Group YYY are approvers for Group ZZZ.
      3. Login as User B.
      4. Click on the 'Action Required' tab.

      Expected behavior: Only the 'Approve Metadata Sources' and 'Approve Dynamic Registrations' link should appear.

      Actual behavior: The 'Enable Dynamic Registrations' link is displayed with the Approve links.
