Users with ROLE_ENABLE cannot enable dynamic registrations

    Description

      Scenario:

      1. User B has the ROLE_ENABLE and belongs to a group that does NOT need other groups to approve their sources or registrations.
      2. Login as user B and create a dynamic registration.
      3. Navigate Dynamic Registrations Dashboard. The registration created in step is approved but not enabled.
      4.Toggle the Enable switch to ON.

      Issue: The following error appears in the dev tool:

      403 response for PATCH http://localhost:10101/api/activate/DynamicRegistration/b29e217e-4440-45ab-a7bd-7ac2ac55062c/enable
