Filter - Entity ID Search, ShibUI - MVP2 - Sprint 2

Tested in QA-1 Build shib-idp-ui repo
I tested on Chrome and Safari and shut down the terminal and cleared cache to see if that was the cause. It still occurred.
Description
User cannot view/Download XML data on Dashboard.
Steps
- Log into UI
- Click to 'Add new provider
- Move through the application and save the page
- For a new provider, upload an XML file
- Click the View button on the Dashboard for both
What is occurring:
When the view button is clicked, no data is displayed. When the download button is clicked, nothing downloads.
What is expected
When the view button is clicked, data is displayed. When the download button is clicked, the XML file downloads.
