Defect: Search Entry Character Requirement Inconsistent

Description
The first time a user enters text in the 'Search Entity ID' field on the Filter page, the character requirement is 4 characters before results are displayed. The second time the user engages the search, it only requires 2 characters.

Steps

1. Log into UI
2. Click to 'Add New' button and select 'Filterr'
3. Enter 4 characters in the 'Search Entity ID' field. Note that until the 4th character is entered, no results are returned.
4. clear the field and enter 2 characters

What is occurring:
Search results are displayed when only 2 characters are entered. Also note that more than 10 items are returned in the list produced by using only 2 characters.

What is expected
The field should require 4 characters to display any results.
