DEFECT: Search can use fewer than 4 char

Tested in QA-13 version 1.0.1-SNAPSHOT-abf83e7

Description
The first time a user enters text in the 'Search Entity ID (InCommon)' field on the search modal, the character requirement is 3 characters before results are displayed. (user cannot search with 1 or 2, but can with 3 characters)

Steps

1. Log into UI
2. Click to 'Add New' button and select 'Filterr'
3. Enter 4 characters in the 'Search Entity ID' field.
4. Select 'Show more...'
5. In the search modal that opens, clear the text field and enter 3 characters
6. Click Search

What is occurring:
Search results are displayed when only 3 characters are entered.

What is expected
The field should require 4 characters to display any results.
