Filter Update for Multi-Entity ID Selection

Implement the ability to update the filters created with multiple entity id selection.

Requirements/Acceptance Criteria:

Filter Update - Entity ID Search

Note:  Updates to Relying Party Override and Attribute Release information will be handled as currently implemented.

On initial entry:

1. Display all filter information as previously defined
2. Search criteria is available for modification during update
3. Current Entity IDs that are displayed in the Entity ID Table, can be deleted by clicking the trash can icon for the entity id to be deleted.  Once clicked the Entity ID will be removed from the table.
4. Entity IDs can be added by following processing for the search criteria that was created when adding the filter
5. Action buttons will perform the same as in the add process
