Unable to Delete Metadata Provider Filter

Tested in 1.0.1-SNAPSHOT-62b6183
Description
Cannot delete just any Metadata Provider filters using trash icon.

• I CAN delete an Entity ID with NO other details entered and no other filters on the list

• I CANNOT delete an Entity ID with NO other details when more than one filter is listed

Steps
Prerequisite: Metadata provider with several filters, including Entity ID, Regex and Script types # Log into UI

1. Select the 'Metadata Providers' tab
2. Select the 'Manage Filters' button
3. Click the trash/delete icon for the filter

What is occurring:
When the user clicks on the trash icon, a loading spinner is briefly displayed, but the filter is not deleted. I verified that it is not deleted even after a page refresh or when logging out and back into the application.
 
What is expected
The Filter for which the trash/delete button is clicked is deleted. (There is another JIRA ticket to address adding a delete confirmation modal: SHIBUI-781
