UI: Previously Viewed Filter List Displays When It Should Not

Description
 
Steps Prerequisite: Metadata provider with at least 2 filters
 

1. Log into UI
2. Select the Metadata Providers tab
3. Click the Manage Filters button of an existing set of filters
4. Click to Edit the filter page containing at least 2 filters
5. Click Dashboard
6. Select the Metadata Providers tab
7. Click the Manage Filters button of an existing set of filters
8. Click the Add Filter button
    
   What is occurring:
   The filter list you viewed in step 4 above displays briefly in step 8.
    
   What is expected
   A blank Add Filter page should display
