UI: Clean up messages*.properties

I noticed while marrying up the relying party overrides yaml with the mesages.properties labels/tooltips that there are a lot of duplicate keys defined in the messages.properties. There are also some unused properties due to duplicates being typo'd. Most of the values are in the label section, but there are a few in the tooltips section as well. These should be cleaned up to avoid any weird i18n behavior.
