provisioning of group memberships fails for new enrollees

The execute_provision step in CoPetitionsController.php calls manualProvision on the CoPerson model but does not call it on the GoGroup model with the groups in which the a new enrollee belongs, so provisioners never receive a call to their provision() function for the groups when the CoPerson record is active. Earlier calls to the provisioners during the enrollment flow happen when the CoPerson record is not yet active.
