Provisioning Does Not Fire After Status Recalculation

    Description

      In what appears to be yet another variation of CO-886, CO-1029, CO-1167, CO-1221, and possibly CO-1227, during an enrollment provisioners appear to fire just before the person status is recalculated to Active (based on ordering of history records). This therefore means the provisioners don't necessarily have the correct data to do their work.
