Swap Select Enrollee and Select Org Identity Step Ordering

Run Select Enrollee before Select Org Identity. This will allow an Org Identity Source to be queried by an administrator after the CO Person ID is known, forcing matching to that CO Person. (Otherwise the pipeline will want to create a new CO Person ID or otherwise run matching before the correct CO Person can be selected by the administrator.)
