Refactor parseCOID and calculateCOID

The current structure of these functions makes it hard to override, especially in cases where (say) a controller has a function that behaves like index (eg: co_dashboards/dashboard). It would be better if controllers could (eg) specify a list of actions that can accept co in the URL rather than override the entire function.
