Description
User login into the IDP for the first time, an admin needs to review and add this user.
Pass attributes to filter out and determine if a user’s request to ShibUI should go to the request queue and JIT provisioning/updates.
Notes:
-This is most useful when adding group/entitlement support
-Cut down on users who try to get access but an Admin would never/ever approve
